Why your ABR ladder needs an ISP dimension in India

Average bitrate is lying to you
Across 47 streaming services in our dataset, the average bitrate metric on the aggregate dashboard looks healthy. But slice by ISP and you'll find Jio fibre subscribers routinely sustain 6.5 Mbps while ACT subscribers in Bengaluru stall at 2.5 Mbps.
The ladder problem
Most streaming services ship a single 5-rung ladder: 400, 1200, 2500, 4500, 6500 kbps. That ladder is wrong for both ends of your distribution — too greedy for weaker links, too conservative for fat ones.
